Kutz: $2.44 Million Awarded to Construct New PFAS Treatment Facility in Silver Spring Township

July 15, 2026

HARRISBURG – State Rep. Thomas Kutz (R-Cumberland) announced Pennsylvania American Water Company has received a state grant of more than $2.4 million to build a new facility in Silver Spring Township aimed at improving the removal of PFAS from drinking water. PFAS are long lasting chemicals that can accumulate in the body and have been linked to immune system effects and other health concerns.

“This grant marks an important long-term investment in our local water infrastructure,” said Kutz. “Residents of Cumberland County deserve the highest standards of water quality, and this project positions our community for protection against PFAS and other contaminants, improving health and safety for the over 85,000 people who rely on this treatment plant.”

The new facility will feature 12 large carbon filters arranged in pairs to more effectively capture and remove PFAS before water reaches homes and businesses.

Additional upgrades will support efficiency and reliability at the plant, including a new water-transfer system, new pumps, and improvements to the plant’s monitoring and control systems. In total, the changes represent a $30 million investment.

Kutz also noted his appreciation for Pennsylvania American Water and its commitment to continued improvements that protect local water supply.

The $2.4 million grant was awarded by PENNVEST, a state-funded program that helps communities finance essential water, sewer, and stormwater projects that protect public health and the environment.
